Not sure where to put this question, so hope here is ok. If you build a pre-made house with a second or third floor, then decide to remodel (but without using the demolish button), when rebuilding will the second/third floors be free? Asking as my teen idol mansion is quite inexpensive at the moment. I don't actually want multiple of the same house, but if I can build from scratch on the lot with 3 floors free it would save me some money.

As long as there is a tiny building with all floors, the floors at other buildings on the lot are free. You could build a 1x2 building and put the floors for free, before you start to demolish the house. Then start to create your own house. When you're done with all floors, you can demolish the tiny building.

Sad about not being able to remove that garden patio, but at least the paving can be changed. And I have hope that the items on it can be put into inventory someday, like the Japanese zen garden became.

I think that it varies based on which premade house you want to build. The costs of premade homes vary based on the value of your town, so do the costs of empty lots. I myself would recommend building off of an empty lot, then you can make the house fit your exact needs, and you can place whatever furniture you want, to have it also fit within your budget. Normally I build empty lots and build my own homes, that way I'm not getting random stuff that I don't need from premade homes, and the house has exactly what I want, where I want it.

The cost of the house templates doesn't depend on your town value. No cost is determined by your town value.

The cost of a house/lot depends on how many houses/lots you have currently built. So if you have 10 homes built and want to build one more the 11th house will cost more than the 10th house did. But if you have 10 homes, demolish one, and build another home the price of that new house will cost the same as the previous 10th home cost. Two players who have very different town values but who both only have 10 lots built will have the same price for the 11th house.

The cost of community buildings somewhat works the same way. It used to work the exact same way but it was tweaked recently so that the different types of community buildings (discovery quest locations, professions, locations built during quests) are separated. But the main principle still works with them, too. You build one of the same type and the next one will cost more.
