You should be able to. I haven't done it in awhile but I think you need to have one adult become good friends with the baby and then the adoption action will appear. The baby's crib will automatically be moved to the adult's home.

When I was testing the adoption thing, divorsing the parents and moving them out of the house didn't work (adoption option didn't show up). Other sims could only adopt a baby (also tested with a toddler and a preteen and a teen) when I deleted the parents from the game. Once I erased the parents I made my other sims "good friends" with the children and then they had an option "ask to adopt" (for the children the option was "ask to be adopted").

Oh, you're right! I keep forgetting the parents have to be gone from the game for the adopt option to show.
