At level 27 I have only 15 sims....it seems that only one can be added on level upgrades

You can click on the sim number icon to see the number of sims allowed at your level.

And it also tells you at what level another sim can be added. This is also helpful when you buy a sim with LPs, because it changes what level you get your next sim.
