I use them to call a pet when i need one and can't find him on the lot. I don't have a lot of dishes as i don't refill them neither. When i (rarely) really need one, i take one from a house where i'm sure to find it and pût it back a few seconds later.

You mean, you have 26 sims since (at least) the level 32 and it won't let you add a new one ? o you have a baby on a way somewhere that you have forgotten to validate ? I don't have any more ideas.
